Conservation Commission Meeting Minutes November 3, 2008
The Plymouth Conservation Commission held its regularly scheduled meeting on Monday, November 3, 2008 at the Plymouth Town Hall, 11 Lincoln Street, Plymouth, MA 02360.  Present were Evelyn Strawn, Chairperson, Gerre Hooker, Vice-Chairman and commissioners Christopher Brink, David Foster and Paul Withington.  The Conservation Planner, Elizabeth Sullivan and the secretary, Michelle Turner, were also present        

Brooke Monroe was absent.

7:30 PM Jonathan D. & Yvonne L. Pell, 50 Black Cat Rd., Parcel ID No. 098-000-040D-000.  A Notice of Intent to demolish an existing shed and construct a new garage, porch, addition, window dormers, and reconstruct roof, in the buffer zone of Bordering Vegetated Wetlands of Billington Sea.
This project is also subject to review by Natural Heritage Endangered Species Program and MESA.
Russell Stefani of Flaherty and Stefani represented the applicant and explained the project.  
Letter from NHESP read into the record – noting no significant impacts.
No changes in grade are proposed.
No public comment.
Gerre Hooker motioned to approve the project with conditions.  The motion was approved unanimously.

7:40 PM Absolute Building Consultants, Highview Rd., Parcel ID No. 075-000-009-020.  A Request for Determination of Applicability for the construction of a new single family dwelling, including driveway, well, septic and landscaping, in the buffer zone of a cranberry bog.
Karl Anderson of Anderson Associates represented the applicant and explained the project.
Driveway will be paved.
No public comment.
Gerre Hooker motioned to issue a Negative Determination.  The motion was approved unanimously.

7:50 PM Margery Duval, 10 Cleveland Road, Parcel ID No. 056-000-073-014Z.   A Notice of Intent to upgrade a septic system, remove the existing deck and construct a new deck and dock, in the buffer  zone of an inland bank and in the resource of Island Pond.
Karl Anderson of Anderson Assoc. represented the applicant and explained the project.  Seasonal dock will require a Chapter 91 license due to the ACEC designation of the pond.  Dock will be stored in a suitable upland area.  Deck is 33 ft. away from the top of the inland bank.  Use of existing stairway goes down to the beach

Public Comment:
Linda Gavin, the new owner of 10 Cleveland Road, introduced herself.  Stated that the deck was needed as a second egress.
Christopher Brink motioned to approve the project with conditions.  The motion was approved unanimously.

8:00 PM Joanne Hunter, 22 Oliver Neck Rd., Parcel ID No. 120-000-033-007.  A Notice of Intent to upgrade a septic system and to construct a deck with stairs, in the buffer zone of inland bank and bordering vegetated wetland of White Island Pond.
Karl Anderson of Anderson Associates represented the applicant and explained the project.  John Hagerty, the new property owner was also present.
Existing house will also be rehabbed.  It was noted that there was an existing seasonal dock stored onsite.  The Commission acknowledged the dock and would permit it accordingly.
Gerre Hooker motioned to approve the project with conditions.  The motion was approved unanimously.

8:10 PM Daniel Kurz, 21 Whitney Lane, Parcel ID No. 054-000-010A-051  A Notice of Intent to construct an addition and  upgrade a septic system, in the buffer zone of the top of a coastal bank.
Steve Kotowski of Webby Engineering represented the applicant and explained the project.  He gave some brief history of the lot and the recent stone revetment work that was approved.
There would be no grade changes in location of the addition, but will occur in the area of the septic/leaching field.  The driveway location would be changed and the Commission asked to see the final plan.
Gerre Hooker motioned to approve  the project with conditions.  The motion was approved unanimously.

Other Business:

MISCELLANEOUS:
Rebecca’s Landing Compliance Inspection for the 1000 seedlings planted.  Elizabeth Sullivan, Conservation Planner reviewed the project and reminded the Commission of the extensive amount of trees that were cut in the buffer zone without conservation approvals.  The cutting was done as part of Rebecca’s Landing construction.  White pine and pitch pine trees were planted.  Gerre Hooker motioned to acknowledge that the violation was in compliance and to send a letter to the Green Co, so stating.  The motion was approved unanimously. 

A Grant Application Letter for Storm Smart Coast Pilot Community Program was approved and signed by the Commission.

Jonathan Pell, SE57-2387.  John Scagliarini motioned to approve as amended.  Approved unanimously.
Margery Duval, SE57-2386.  Gerre Hooker motioned to approve as presented.  Unanimous.
Joanne Hunter, SE57-2384.  John Scagliarini motioned to approve as amended.  Unanimous.  
Daniel Kurz, SE57-2385.  Christopher Brink motioned to approve as amended.  Unanimous.


EXTENSION PERMITS:
SE57-2099, McGraw Family Trust for revetment construction, 1 Willoughby Lane, Gurnet.  
John Scagliarini motioned to issue a 3-year extension.  Approved unanimously.
SE57-2105, Anthony Bosari, 16 Nameloc Road for earth rib module construction.
Christopher Brink motioned to issue a 3-year extension.  Gerre Hooker abstained.  Approved unanimously.


CERTIFICATES OF COMPLIANCE:
SE57-2309, Robert Ahern, 25 Bumpus Road
Christopher Brink motioned to issue COC.  Approved unanimously.
